Last but not the least Amazon is one of the biggest websites out there that offers free music downloads for it’s users. The popular one-stop-shop has a small selection of tracks available for download for free. These are changed regularly, but are often by known artists.

Yeah, you say people can download their “favorite” songs, but that is only if they happen to know the site to begin with. These legal MP3s are 99.9% unsigned artists – just your neighbor trying to get his/her music out there. Not to say that’s bad, but….just kind of tedious. But hey, if you’re into browsing the artists until you happen to find a track you might like…
Anyway, some sites you might also consider (legal schmegal) are:
Dizzler, and Songza and Musicovery. Downloads are always available – Heck they’re even possible regardless of protection thanks to some wonderful stream recording software….

I love that you have ArtistServer.com listed. I used to work w/ Gideon back when it was only ElectronicScene.com. One great site you overlooked is We7.com, based out of the UK. They’ve got a great website with tons of content. Definitely worth a look!
I’ve got so much music from http://ccmixter.org a really nice site. You can take all music an mix it, cut it, use it for everything you want. All stuff is under creative commons license :-)
How about Ruckus? I never see it mentioned anywhere. It’s free and available to anyone with a .edu email address. So in that sense it is somewhat limited, but seriously, if you can use it, do it. Because the amount of mainstream and even little-known music available is amazing!

All the music is free. To save you the trouble from looking around for good music (of which there is lots), I recommend checking out Sardina, Uvula, United States Three, John Strohm.
